NEW PLANNED COMMUNITY IN FORT BEND COUNTY TO BE DEVELOPED ON THE BRAZOS 'RIVER'S EDGE'
—Developer of First Colony plans River's Edge community in Richmond ; home construction to begin this fall—

Richmond , Texas – October 1, 2003 – On a tract of land bordered by the high bank of the Brazos River , Planned Community Developers LLC (PCD) is developing River's Edge, a new 370-acre community in Richmond , Texas . PCD was formed in 1997 by the officers of Sugarland Properties, developer of the 9,700-acre First Colony master-planned community.

"The path of growth for Fort Bend County , and East Fort Bend County in particular, is extending down U.S. 90A and U.S. 59. River's Edge will be the next sizeable planned community in this path of growth," said Glenn Howard, vice president of PCD. "At the same time, this project will be unique in its close proximity to the city of Richmond , a historic Texas town that has retained its small-town charm."

Located on the west side of FM 359, just north of U.S. 90A, River's Edge will be comprised of 930 single-family homes and 17 acres of commercial property. A community recreation center is planned, featuring swimming-pool facilities, a party barn, a playground and five acres of sports fields. Additional amenities include a nature walk in a forested park along the Brazos River , three man-made lakes spanning a total of 28 acres and a 53-acre pecan grove.

"There is a strong sense of community already established in this area," said Howard. "Although River's Edge will be a new development, it already offers convenient, nearby access to grocery shopping, cleaners and other services to support the residential development, as well as the Pecan Grove Plantation Country Club."  

The first lots in River's Edge are expected to be available for home construction in April 2004. Home prices will range from the $140,000s to $400,000s. River's Edge, which is situated in the Lamar Consolidated Independent School District , is currently zoned for the district's three newest school facilities: Mason Briscoe Junior High School , Randall Foster High School and Frost Elementary School .

Houston-based Kerry R. Gilbert & Associates, Inc. developed the master plan for the development, and Costello, Inc. of Houston has been named project engineer. SLA Studio Land, Inc. will provide landscape architecture consulting services for River's Edge and design the main entry, neighborhood entries, and recreation center and sports fields.

PCD is also currently developing the Kingwood Commons Shopping Center , a 20-acre, approximately 177,000-square-foot retail development at the gateway to Kingwood . River's Edge will commence PCD's expansion into the residential realm of planned development.
